A Podcast is not just an mp3 audio file that is accessible on the net.
Therefore, just putting up an mp3 audio file (or video) up on the net (even with a link) is not putting up a podcast of an event. That is just putting up an mp3 audio file.
A Podcast is the link that provides your Podcasting software to subscribe to the digital media file. This link is called an RSS, it is a file that provides the the Podcasting software with links to the media file. It's like subscribing to a newspaper or magazine, except the newspaper or magazine is an audio file, and your front step is your computer or your portable music player.
Using Podcasting software you can manage your various subscriptions, and using your audio player (portable mp3 player or your computer), you can select which podcast you want to hear, delete, revisit, etc. Using your podcast software, you can unsubscribe to some podcasts and newly subscribe to others.
For a podcast to run, the user needs the link and a podcasting service or software.

- PodFeeder - an online service for searching for and sharing podcasts.

*A podcast should not be confused with webcast, which is a streamed media file available on the net, viewable without having to entirely download the file.
